At its Google I/O 2025 developer conference on Tuesday, Google announced Veo 3 and Flow, a new AI-powered video tool geared toward filmmaking.

The artificial intelligence tool competes with OpenAI’s Sora video generator, but its ability to also incorporate audio into the video that it creates is a key distinction. The company said Veo 3 can incorporate audio that includes dialogue between characters as well as animal sounds.

“Veo 3 excels from text and image prompting to real-world physics and accurate lip syncing,” Eli Collins, Google DeepMind product vice president, said in a blog on Tuesday.

Additionally, Google unveiled Flow, a new filmmaking tool that allows users to create cinematic videos by describing locations, shots and style preferences.

With Flow, you can use things like text-to-video prompts and ingredients-to-video prompts (basically, sharing a few images that Flow can use alongside a prompt to help inform the model what you’re looking for) to build eight-second AI-generated clips. Then, you can use Flow’s scene builder tools to stitch multiple clips together.

Users can access the tool through Gemini, Whisk, Vertex AI and Workspace.

Startups like Moonvalley, D-ID, Cheehoo, and Hedra have also been trying to create video solutions in similar realms to help people have access to certain filmmaking tools to create AI-generated features. While Google’s models are present in a lot of these tools, Flow demonstrates that Google also wants to enter the application layer of the AI video generation process.

Flow will initially be available to users in the U.S. on Google AI Pro and the new Google AI Ultra plan.

Pro users can access 100 generations per month, while Ultra users will receive a higher, but currently unspecified limit, along with access to Google’s latest video models.
